Local Anesthesia - Included or not?

CDT-4 states that local anesthesia is included in dental procedures. CDT-5 states that it is usually included. Why the change and what are the ramifications?

I think these amendments in the CDT only reflect that local anesthesia is seen more as a substitute for general anesthesia. My cousin's Atlanta sedation dentist informed her that patients can now choose to be sedated if they don't want to get numb.

However, for me, I think it's better to be injected with local anesthesia if the dental procedure is not too complicated. I also want to stay awake to hear my dentist assure me that everything's going well. But here in Atlanta, sedation dentistry doesn't really give me something to worry about. I guess it's just the paranoia in me. What matters is that I can choose and that my dentist will say which one suits me.
